Role Purpose

To lead security and Operations functions across British Council Bangladesh – in compliance with corporate policy and local legislation. To maintain and enhance the working environment for staff, customers and visitors ensuring the highest levels of safety and productivity. To manage and provide a high quality, efficient and integrated security service in line with British Council standards in order to allow British Council programmes and services to operate safely and securely. To provide high quality administrative solutions which meet business requirements across British Council Bangladesh operations. To oversee logistical support for international staff on assignment in Bangladesh. As necessary to oversee in country IT resources in line with overall operational needs and with corporate policy.

Main Accountabilities

  • Establish Service Level Agreements (SLAs) for to meet customer needs and operational requirements across British Council Bangladesh operations.
  • Seek to actively improve value for money and levels of customer satisfaction as measured by agreed Key Performance Indicators (KPIs).
  • Ensure British Council operations in Bangladesh are run in accordance with relevant health and safety, fire and security legislation and other statutory requirements to meet the requirements of risk management policy, strategy and wider corporate standards.
  • Support trouble-shooting on status and tax related issues that fall under the responsibility of the Operations team. Lead on customs clearance process and other protocols in line with local legislation, including to coordinate logistics related to international staff movements, visas, and housing, amongst others.
  • Lead on updating and implementing of relevant policies and processes in line with British Council corporate requirement or changes to external legislation.
  • Provide sound, accurate and reliable security briefings and updates for Director Operations and Country Leadership Team by collating security information from a variety of sources including networking with local security and police agencies.
  • Identify any security threats and security related risks to update Director Operations, CLT / senior management, including contingency planning and risk mitigation.
  • Leading on travel risk assessment process and visitor management and briefing. Managing and approving vehicle travel by staff or visitors for field visits (route planning, risk assessments and ensuring vehicles are equipped and fit for travel).
  • Oversight for performance of outsourced security / guard-force provider
  • Ensure effective risk management for Bangladesh operations, working with Director Operations and Country Leadership Team in line with global policies
  • Oversee regular compliance and risk assessment of venues, premises, and other required locations.
  • As required coordinate implementation of business continuity plan based on risk assessment, corporate policy and protocols, ensuring that all documents related to contingency, crisis and business continuity are regularly updated.
  • Ensure emergency preparedness plans and health and safety alerts are in place and are regularly tested. Maintain and manage a team of Fire Marshalls and First Aiders and ensure appropriate training and regular communication.
  • Respond to safety and security-related matters on an ad-hoc basis.
  • Provide accurate, up-to-date and timely information on any changes or developments to Operations policies or services to all stakeholders (both internal staff and external service providers).
  • Liaison with British High Commission security staff, International and local NGOs, and Bangladesh Security Forces organisations (Army, Police, etc) as appropriate.
  • Develop relationships and contacts with key stakeholders such as foreign embassies, international organisations and Government of Bangladesh.
  • Lead the preparation of annual budget plans and forecasts for Bangladesh expenditure to meet organisational planning requirements, and to input agreed annual budgets onto SAP in an accurate and timely manner.
  • Lead on identifying and achieving agreed financial and efficiency savings within Operations and Security portfolio
  • Carry out all monthly and year-end financial procedures, ensuring journals, pre-payments and accruals are processed in accordance with British Council financial policy and procedures.
  • Ensure relevant Operations policies, procedures and guidance are up-to-date, appropriate and readily available to customers and stakeholders, and compliant with any relevant requirements for keeping of statutory records.
  • Lead on Conflict of Interest (CoI) process, including record keeping of COI data for British Council Bangladesh operations.
  • As appropriate contribute to data management and data records, via the British Council’s corporate intranet, SharePoint sites and other information management initiatives as required. Maintain data on British Council operations in Bangladesh so that this is up-to-date, comprehensive and consistent with global policy.
  • Performance management to be carried out in accordance with the British Council’s policies, procedures and standards, incl. managing poor performance, Equality Diversity and Inclusion and to support learning and development of the team.
  • Ensure Operations team, third parties, security staff, and janitorial services understand our code of conduct and comply with the safeguarding standards (at BC premises, venues (including exam venues), events, etc.).
  • Escalate safeguarding concerns/incidents to the National Safeguarding Manager, Bangladesh.

Role Requirements

  • Degree in a relevant field, e.g. B.Eng / BA / BSc / MSc / MA in a related technical discipline.
  • At least 5 years’ experience of operations management, in a large organisation operating across multiple sites and locations
  • Experience of security management and wider risk management in a similar context
  • Experience of managing competing customer demands as part of a business operations team
  • Demonstrable ability to work independently
  • Proficiency in SAP, is desireable.
  • Excellent written and spoken communication skills both in English and Bangla.
  • Training or qualification in an operations management and / or a security management related field, is desireable.
